A few days ago, foreign media released an investigation report saying that Hon Hai (the parent company of Foxconn) promised to invest in the construction of manufacturing facilities in Wisconsin, but its commitment did not meet the standard. Foxconn originally planned to build an LCD manufacturing facility in Wisconsin, which has been breaking ground for 2 years, but now Foxconn has received approval to allow the facility to shift from “manufacturing” to “storage.” In 2018 Foxconn pledged that the new facility would create 13,000 jobs.
But Wisconsin officials sent a letter to Foxconn last week, claiming the facility doesn’t have enough full-time employees to qualify for state tax credits.
Inside Foxconn’s Wisconsin campus, some buildings are empty, and while the project appears to have “failed,” Trump still sees it as a bargaining chip.
In response to the report, Foxconn founder Guo Taiming issued a statement. The full text of the statement is as follows:
In 2017, U.S. President Trump suggested that I evaluate an option for Foxconn to build its North American manufacturing headquarters in Wisconsin. Before the conversation, Foxconn had never identified Wisconsin as a potential investment location.
Soon the president persuaded us to convince Foxconn that Wisconsin was a good choice for investment. He rallied state and local leaders to showcase Wisconsin’s manufacturing and high-tech prowess to Foxconn, trying to demonstrate Wisconsin’s ability to become a key part of Foxconn’s global supply chain.
Not long after that, Foxconn and Wisconsin reached a cooperation agreement. According to the agreement, Foxconn will receive incentives based on performance. The agreement does encourage Foxconn and protect Wisconsin taxpayers.
In the past three years, Foxconn’s cooperation with Wisconsin has created huge benefits. Foxconn invested roughly $750 million in Wisconsin but received no subsidies. In fact, Foxconn’s investment is so large that the company has become the largest property taxpayer in Racine County.
The world has changed dramatically since Foxconn and Wisconsin started working together, but Foxconn’s commitment to Wisconsin hasn’t changed. Market conditions and the COVID-19 pandemic have altered our expansion schedule, disrupted our manufacturing plans, and adjusted production lines. Still, Foxconn is moving forward with the Wisconsin project.
Foxconn reiterated that it will continue to work with President Trump and local officials to create more jobs for Wisconsin and attract more new investment. We will contribute to the development of the Wisconsin economy and believe that we will benefit the state of Wisconsin and benefit the community. If anyone treats Foxconn as a partner, we will also cooperate with them as a partner. Foxconn thanked the President of the United States and the overwhelming majority of Wisconsin’s political leaders for their support, including legislation, local elections and economic development officials.
